Dell Inspiron 13" 3578 (Kabylake i5 7200u, 8gb 2133, 256gb ssd, 1080p touch, Win 10 x64 latest).
I've read a bit about this problem which seems to be somewhat common, most threads I've found suggested the latest bios updates - have done that, no change.
The problem persists with any medium to heavy load on the cpu, ram, disk or network. Idle temps are fine, 40-45c with cstates dropping the freq to around 400-500mhz. Any medium-heavy load and the cores shoot up to just under 3.1ghz and temps fluctuate between 75-95c with the fan going crazy - not good.
Some examples of medium load which cause problems, torrenting files, installing games via steam, running certain web dev tasks such as gulp/node etc.
Some examples of heavy load which cause problems, VS2017 C#/.net web dev environment, multi-tasking with 3-4 chrome tabs, downloading, running several dev environments, adobe photoshop, playing any game (even old, very low-load ones) & installing w10 updates.
I've opened up the laptop and checked for dust, loose screws etc. All seems fine. I've checked the BIOS and nothing seems out of place, I've reset BIOS to defaults and then made certain trial-and-error changes hoping to pinpoint the issue, no luck.
My old (not very old) HP laptop with a skylake 6200u, 8gb 1600 & 128gb ssd handles the same workloads while maintaing a 65c peak on the cpu cores and very quiet fan noise. I probably wouldn't have been so surprised and dissappointed with the performance of my Dell had I experienced the HP before-hand.
I'd really rather not have to go through an RMA process with the laptop if I don't have to, they can take weeks. Are there any other software fixes people know of? Are there any hardware tips I could try such as re-applying thermal pads/compound on the CPU?
For UK guys and girls out there - do you recommend taking it to a shop/repair place? I could potentially return it to eBay where I bought it, but again this process could take a while.
Had a look at the Dell diagnostics software, both the normal and stress test passed despite the CPU peaking at 92c and the fan sounding like a jet engine. While in the software I noticed the laptop has warranty - is it worth pursuing this route?
