Vostro 3560 Touchpad

I have a new Vostro 3560 running Win 7 Pro 64 bit.

My problem  is that I cannot seem to turn off a touchpad function. What happens is that if the cursor is resting on something, either a window, clickable link etc, without my doing anything further (i.e. no button presses) it acts as if I have pressed a button. That is, it will change windows, activate a link or whatever.

How can I turn this off as I am finding this extremely frustrating, as I move the cursor  aside to read something, and suddenly I  am looking at a completely different window, or something activates which I did not want to happen, or, as happened while typing this, suddenly I find I have selected a bunch of text, or have changed the insertion point.

As I said it is extremely frustrating, and the Dell Touchpad setup from the Control Panel does not seem to have anything to suggest that I can change this behaviour using that method.
