Overly sensitive touch screen on Dell Precision laptop causing an erratic pointer at Windows 7 logon screen

I have a Dell Precision laptop with a really annoying touch screen. I'm on Windows 7, I disable all pen and touch input because it causes erratic mouse cursor movements (literally jumping ALL over the screen) to the point of being unusable.

The problem is that the Windows 7 logon screen still apparenty has the touch screen active. The cursor goes CRAZY 100% of the time. You have to enter your password FAST or elsewhere the crazy cursor might randomly click somewhere that interrupts your typing.

Yes, I have disabled pen and touch inputs from within Windows 7. However, they don't apply to the logon screen.

I would like very much to disable this annoying touchscreen feature. Too bad my company (probably easily Dell's largest corporate customer) had to pay extra for the display, but oh well. It's a poorly implemented feature that needs to go.

Please provide a better driver, or at least let me know how to disable the touch screen in the BIOS or wherever or even what wires to cut.
