7720 R17 SE 650m DDR5 GPU stuck at 745 (Fixed)

So, I've did A LOT of reading about this and I've noticed that a lot of people are having EXACTLY the same issue

The 7720 R17 SE  650m DDR5 GPU  LOCKS ITSELF at 745 which is caused by a glitch.

"Starting from a normal state, with GPU boosting to 835 MHz:


I then unplug the laptop and rerun cinebench:


I then plug the laptop back in and try again:


So now 2 minutes later and despite being plugged in, the GPU is only getting up to 745 MHz. So, I shut the computer down fully and turn back on:
  

Despite the full shutdown, the GPU still will not boost back to 835, and is still stuck at 745 MHz."

 

This dooms majority of 7720 laptops, mine did the same for a while but then I swapped out my secondary HDD and Nvidia released the new drivers which seemed to fix the problem but then by accident I plugged out the charger from the laptop was I was playing AND BAM

The GPU is stuck at 745m  again, tried a full restart failed, tried a clean driver installation nothing.

So I'd like you to tell me how to fix this glitch, from what I assume the system doesn't fully recognise the fact that the power is plugged in probably something to do with the bios.

HOW TO FIX (Spent more time searching and found an old forum thread): 

Turn off the laptop, unplug, take out the battery, wait 10 seconds plug it all back in and turn it back on.
